I have the same problem, neither Skype for Business nor MS Teams allow me to share screen, even though I am the organiser/presenter and having enabled screen sharing/recording in MacoS System preferences as described above. Of course did restart the applications and the system. MacOS 10.15.1 (build 19B88)
Moving the cursor to the top of my left monitor has no effect, even though my local OSX menubar is there, "behind" Screen Sharing and regardless of where the Screen Sharing is displaying its content at that moment.
